Four has had a couple more years to figure out who he is, what he is. He might tell lies and keep secrets but he's brutally honest with himself, about himself. It's part of the reason for the tattoos on his back, tattoos that could get him killed back in his world. They remind him of what he is, who he is and who he wants to be. Tris will find herself in time. She'll become more certain of herself, of his love for her. She has to be patient with herself, which is the hardest person to be patient with and patience isn't one of Tris' strong suites anyway.
It's probably obvious that one of Four's flaws is arrogance. He thinks he knows what's best for Tris rather than telling her everything and letting her cope with it. He knows she's strong. He knows she will cope, but he doesn't want to give her too much to deal with when she's still adjusting to so much here.
Oh Tris. He's killed people before. Never his best friend, true, but he's killed and he's hurt and he would never, ever look at her differently. He would be glad she'd shot, glad she'd saved her own life because as much as he might have liked Will, he's infinitely more interested in keeping Tris alive.
